Can some criminals be considered victims of their own mind?

Im not sure yet. In my line of work I come across many criminals on a daily basis. Today I met a teenager who refuses to take medications prescribed to him. These medications are for his mental stability and since he does not take the medications he finds himself doing things that he has no control over (or does he?). He enters businesses and refuses to leave and while he does this, makes threats on numerous people including officials. We have temporarily placed him in the care of child services and are hoping that he gtes better but they will only hold him for so long. I wonder if we will be dealing with him as an adult and if so I know that things will only get worse for this kid.
